You're annoying to other players with the "Quickening Zephyr", so take instead of the QZ a preparation (something like Ingnite- or Kindly arrows).
Your build looks pretty good, but you really need a preparation. Dual Shot is much better if you have a preparation.
And I would replace Penetrating with Distracting shot.

P.S. Is this build for Arena, HoH or PvE?
